Henry said this because Anna isn’t a cop anymore, but she’s still trying to bust her. It’s like Anna is still living in the past, when she had a badge and a gun and could get away with anything.
But now, Anna is just a regular person, like everyone else. She can’t just arrest people on a whim. She has to follow the law, just like everyone else.
So, when Anna tries to bust Henry, Henry is just laughing at her. She’s like a little kid playing dress-up, pretending to be a cop.
Henry knows that Anna is harmless. She’s just a delusional ex-cop who is trying to relive her glory days.
